Judicial experience:

Justice, New Mexico Supreme Court (1977-1984), and Chief Justice (1983-1984), District Judge, 2nd Judicial District (1971-1977), Presiding Judge (1976-1977)


Legal teaching:

Has taught many seminars for municipal judges, Indian tribal judges and general jurisdiction judges. He has served as Faculty Advisor and Faculty Member of The National Judicial College, for general jurisdiction judges.


Private Practice of Law:

Over forty years in the legal profession as a sole practitioner, as senior member of a firm and as a trial judge and Supreme Court Justice.


Court Consulting:

Court Consultant for computerization of courts in Australia, Venezuela, Argentina and in many States. Presenter at the National Conferences of Court Technology


Mediation Experience:

Mr. Payne was one of the early proponents of alternative dispute resolution and served on the National Association of Chief Justices Committee for Dispute Resolution in 1983-1984. He has served as a mediator or arbitrator in hundreds of civil cases covering almost every area of civil law.


Other Experience:

Mr. Payne speaks, reads, and writes Spanish.

Mr. Payne is also a licensed New Mexico Real Estate Broker.
